中小型煤矿安全生产监督管理现状及建议分析

摘要： 中国目前有很多中小型煤矿，是对国有大型煤矿生产的重要补充。目前这些中小型煤矿安全生产虽处于相对
稳定状态，但是也存很多问题，如安全生产责任主体出现移位与失位、普遍存在超能力生产、安全管理手段落后等诸多
潜在危险和不安定因素。要做好煤矿安全生产工作，首先企业职工要树立安全生产观念，通过深入探讨和分析中小型煤
矿安全生产监督管理现状存在的诸多问题，提出一些解决安全生产监督管理问题的有效建议，以期对中国中小型煤矿安
全生产监督管理工作有一定帮助。

Analysis of Supervision and Administration Situation and Advice of Safety Production in Small
and Medium Coal Mines

Abstract: There are many small and medium coal mines in China, which is an important supplement to the production of large
state-owned coal mines. At present, although these small coal mine safety production is in a relatively stable state, but also have a
lot of problems, many potentially dangerous and unstable factors such as shift and loss of main body of responsibility for
production safety, widespread super capacity production, backwardness of safety management method and so on. To do the coal
mine safety production work, firstly, enterprise workers should establish the concept of safety production. This paper made indepth
discussion and analysis of the existing problems of the safety supervision and management of small coal mines, and put
forward some effective suggestions for solving the problems of safety supervision and management.
