环境影响评价制度的问题探讨

摘要： 总结近年来环境影响评价制度出台之后出现的一些问题，从其实行范围、审批制度、法律制度、公众参与制
度、跟踪评价制度等五个方面存在的问题进行探讨，并提出明确和完善法律责任、审批分离制度、公众参与机制等改进
措施，以期促进相关工作的发展。

Discussion on the Evaluation System of Environmental Influence

Abstract: The paper summarizes some problems after the introduction of the environmental impact assessment system in recent
years, and discusses existing problems in the five following aspects: scope of implementation, examination and approval system,
legal system, system of public participation and tracking evaluation system, and puts forward some measures: clear and perfect the
legal responsibility, examine and approve the separation system, improve the public participation mechanism, and so on, hoping to
