提出观测中应注意的问题，论述测量误差分析方法，以期对相关工作有所助益。

Abstract: Leveling is one of indispensable basic work in the hydrological work. This paper briefly described personnel's
coordination and distribution of responsibilities, discussed matters should be paid attention to in the process of the instrument
leveling, put forward problems that should be paid attention to in observing, and discussed the measurement error analysis method
