发挥公共机构管理节能的作用

摘要： 节能分管理节能和技术节能。进入21 世纪以来，公共机构能源消耗量逐年增加，国家对公共机构节能越来越重
视，人们的节能意识也逐渐增强，越来越多的节能技术被研发出来。虽然LED灯具、太阳能、空气能等技术节能措施的应
用降低了公共机构能源消费量，但管理节能在公共机构中的巨大作用还没有完全发挥出来。建议公共机构建立能源管理
体系，通过无成本或低成本的管理措施，充分发挥管理节能在公共机构节能工作中的作用，从而达到降低能耗的目的。

Giving Full Play to Public Institution's Role in Management Energy-saving

Abstract: Energy-saving is divided into management energy-saving and technical energy-saving. Since the beginning of the 21st
century, the energy consumption of public institutions has increased year by year. The state has paid more and more attention to
the energy-saving of public institutions, and people's awareness of energy conservation has gradually increased, and more and
more energy-saving technologies have been developed. Although the application of LED lamps, solar energy, air energy and other
technical energy-saving measures reduce the energy consumption of public institutions, the huge role of management energysaving
in public institutions has not been fully played out. It is suggested that public institutions should establish energy
management system and give full play to the role of management energy-saving in energy-saving work of public institutions
through non-cost or low-cost management measures, so as to achieve the purpose of reducing energy consumption.
