X+1+X 模式下城市燃气企业调峰新形式

摘要： 首先总结了中国既有模式下天然气市场存在的问题。为了解决这些问题，中国积极借鉴欧美国家的成功经验，
采取了一系列措施推进天然气行业新模式的形成，根据法律层面明确的城市燃气公司调峰的责任，对比原有的城市燃气
企业目前常用的储气调峰形式，提出了X+1+X 模式下调峰的新形式，论证了利用贸易合同调峰的可行性。

New Peak Shaving Mode of Urban Gas Enterprises under X+1+X Mode

Abstract: First of all, this paper summarized the existing problems of natural gas market in China. In order to solve these problems,
China actively drew lessons from the successful experience of European and American countries, and took a series of
measures to promote the formation of a new mode of natural gas industry. According to the legal responsibility of the city gas
companies for peak shaving, new peak shaving forms were put forward under the X+1+X mode, and the feasibility of peak shaving
was demonstrated by using trade contract.
