一停产大型煤矿恢复生产可行性方案简析

摘要： 自2013 年， 在中国经济新常态， 国家钢铁、煤炭产能大幅过剩的环境之下， 大量厂矿企业出现巨额亏损， 主
动或被动实施了停产、破产。一些矿井在突如其来的市场变化中选择停产， 但停产后长期巨额的维护费用， 以及市场需
求的波动变化， 都对煤矿企业如何决策煤矿下一步走向产生着影响。结合清水营煤矿停产、小范围恢复生产和大范围恢
复生产3 种方案之间的投入、成本、效益之间的对比， 推荐了符合该煤矿业主利益的方案。该分析方法及思路可为其他
停产煤矿分析决策提供参考， 也可为准备投资煤炭行业的业主预测投资后风险提供参考。

Brief Analysis of the Feasibility Plan for Resuming Production in a Large Discontinued Coal Mine

Abstract: Since 2013, in the new normal of China's economy, the country's large overcapacity in steel and coal production environment,
a large number of factories and mining enterprises appear huge losses, active or passive implementation of the shutdown,
bankruptcy. Some mines choose to stop production in the sudden market changes, but the long-term huge maintenance costs after
the stop production, as well as the fluctuation of market demand, all have an impact on how the coal mine enterprise to make the
next step. Based on the comparison of input, cost and benefit among three schemes of stopping production, resuming production in
a small scope and resuming production in a large scale in Qingshuiying Coal Mine, this paper recommended the scheme which
was in line with the interests of the mine owner. The analysis method and train of thought in this paper can provide reference for
analysis and decision-making of other discontinued coal mines, and also can provide reference for the owners who plan to invest
in coal industry to predict the post-investment risk.
