长三角地区垃圾分类政可持续性研究

摘要： 基于感知-态度-行为理论，以利益相关者对垃圾分类政策可持续性的感知为切入点，通过构建基于不同利益
相关主体的垃圾分类政策可持续性感知机制与指标体系，从经济、社会和环境3 个维度对上海、苏州、杭州、宁波和合
肥5 个城市的垃圾分类政策可持续性进行评估。根据研究结果，提出建立垃圾分类政策可持续性评估的长三角模式，同
时针对不同城市所处的垃圾分类政策可持续性阶段的问题，建议采取针对性宣传、策略性推进、分阶段严惩、非绝对监
管和精确性立法的相关手段，进一步提高城市垃圾分类政策的可持续性。

Study on Sustainability of Waste Classification Policy in Yangtze River Delta

Abstract: Based on the perception-attitude-behavior theory, taking the stakeholders' perception of the sustainability of waste
classification policy as the starting point, by constructing the sustainable awareness mechanism and index system of waste
classification policy based on different stakeholders, this paper evaluated the sustainability of waste classification policy in
Shanghai, Suzhou, Hangzhou, Ningbo and Hefei from three dimensions of economy, society and environment. According to the
research results, it proposed to establish the Yangtze River Delta Model for the sustainability evaluation of waste classification
policy. At the same time, aiming at the problems of the sustainability stage of waste classification policy in different cities, it
suggested to take relevant means of targeted publicity, strategic promotion, phased severe punishment, non-absolute supervision
and accurate legislation to further improve the sustainability of urban waste classification policy.
