煤矿安全生产如何做到以人为本

摘要： 安全生产是煤矿永恒的主题，这个主题的阐释离不开生产的主体———生产者，因而人在煤矿安全生产中扮演
主导角色，谈安全离不开“人”，安全“三要素”中最主要的就是“人”。新时期的安全生产倡导“以人为本”等，体现
了人在安全生产中的重要地位。对于煤矿安全生产，怎样发挥“人”的主导作用，结合煤矿生产实际，浅谈一些看法。

How to Put People First in Coal Mine Safety Production

Abstract: Safety production is the eternal theme of coal mines. The interpretation of this theme is inseparable from the main body
of production, that is the producer. Therefore, people play a leading role in coal mine safety production. When talking about safety,
"people" are indispensable. The most important of the "three elements" of safety is "people". The safety production of new era
advocates "people-oriented", etc., which reflect the important position of people in safety production. This paper talked about views
on how to play the leading role of "people" in coal mine safety production, combining with the actual production of coal mines.
