超低排放技改项目安全管理工作的探讨

摘要： 按照国家和地方环保法律法规的要求，为改善本地区大气环境质量，建设绿色环保型电厂，公司对锅炉烟气
处理装置进行升级改造，以达到超低排放要求。为最大限度降低对发电、供热的影响，处理好与在运机组的衔接关系，
施工过程基本处于抢工期状态。项目工期紧、任务重、外委队伍多、交叉作业多，存在较多不安全因素。介绍了晋控电
力大唐热电山西有限公司超低排放技改项目的安全管理工作，简要分析了施工过程中的安全风险及安全措施。

Safety Management of Technical Renovation Project of Ultra-low Emission

Abstract: According to the requirements of national and local environmental protection laws and regulations, in order to improve
the quality of the regional atmospheric environment and build a green environmental protection power plant, the company has
upgraded the boiler flue gas treatment equipment to meet the ultra-low emission requirements. In order to minimize the impact on
power generation and heating, handle the connection relationship with the unit in operation well, the construction process is
basically in the state of rush construction period. The project has a tight construction period, heavy tasks, many outsourcing teams
and many cross operations, in which there are many unsafe factors. This paper introduced the safety management of the technical
renovation project of ultra-low emission, and briefly analyzed the safety risks and safety measures in the construction process.
