湖南省近年煤矿安全形势分析及对策

摘要： 为了客观分析近年来的湖南省煤矿安全生产形势，对2016—2021 年湖南省煤矿事故数量及死亡人数进行了统
计和分析。分析表明，湖南省煤矿安全形势呈逐年向好趋势，事故数量及死亡人数整体逐步减少，至2021 年整年煤矿事
故控制在1 起，死亡人数首次控制在3 人以下。从事故类别分布分析，顶板和瓦斯事故在湖南省发生频次最高，造成死
亡人数最多。应在省内煤矿事故多发的1 月、3 月、7 月、8 月，加强隐患排查，安全监管。湖南省煤矿事故主要集中在
湘中及湘东南煤炭赋存集中区域。统计时间跨度内发生2 起重大死亡事故，皆是由相邻关闭矿井隐患引发，因此矿山企
业要做好周边关闭矿井的监测和隐患排查工作。

Analysis and Countermeasures of Coal Mine Safety Situation in Hunan Province in Recent Years

Abstract: In order to objectively analyze the situation of coal mine safety in Hunan Province in recent years, this paper
statistically analyzed the number of coal mine accidents and deaths from 2016 to 2021. The analysis shows that the coal mine
safety situation in Hunan Province shows a good trend year by year, with the number of accidents and deaths gradually
decreasing. There was only one coal mine accident, and the number of deaths was controlled below three for the first time during
2021. From the analysis of accident category distribution, roof and gas accidents occur most frequently, resulting in the most
deaths in the province. In January, March, July and August, when coal mine accidents occur frequently in the province, the
investigation of hidden dangers and safety supervision should be strengthened. Coal mine accidents in Hunan Province are mainly
concentrated in central Hunan and southeast Hunan coal concentration area. Two fatal accidents occurred in the statistical time
span, both of which were caused by the hidden danger of adjacent closed mines. Therefore, mining enterprises should do a good
job in the surrounding closed mine monitoring and hidden danger investigation.
