摘要： 碳达峰、碳中和是当前中国最重要的国家战略。“双碳”目标下，煤炭行业将寻求系统性变革。山西作为煤
炭资源大省和碳排放大省，实现“双碳”目标意义重大、任务艰巨。通过分析山西煤炭行业发展现状及面临的问题，认
为“双碳”目标下山西煤炭行业转型发展应聚焦于煤炭资源安全绿色开发、煤炭清洁高效利用、发展非煤产业、技术创
新和强化体制机制上。

Transformation Development of Shanxi Coal Industry under Goals of Carbon Peak and
Carbon Neutrality

Abstract: Carbon peak and carbon neutrality is the most important national strategy of current China. Under the goals of carbon
peak and carbon neutrality, the coal industry will seek systemic changes. Shanxi is a large province of coal resources and carbon
emissions, achievement of the goals of carbon peak and carbon neutrality is very important for Shanxi, but it also faces a daunting
task. This paper analyzed the development status and problems of Shanxi coal industry. It is suggested that the transformation
development of Shanxi coal industry should focus on the safe and green development of coal resources, the clean and efficient
utilization of coal, the development of non-coal industry, technological innovation and the strengthening of system and mechanism
under the goals of carbon peak and carbon neutrality.
