摘要: 作为碳排放大国,中国为实现碳达峰与碳中和(简称“双碳”)目标将面临巨大挑战,同时也将催生广阔的双
碳市场机遇。中国碳减排空间巨大,如何创新市场运作机制,解决企业和工业园区实现“双碳”目标面临的困难和问题,
有效推动碳减排项目的实施尤为重要。基于目前较成熟的应用在节能领域的“合同能源管理”和环保领域的“合同环境
服务”两种模式,探索创新一种基于市场的、全新的双碳项目市场运作机制———“合同双碳服务”模式,助力“双碳”目
标的实现。

Abstract: As a major carbon emission country, China will face great challenge to achieve the goal of peak carbon dioxide emissions
and carbon neutrality (hereinafter referred to as the "double carbon" goal), and also spawn broad double carbon market. China has
large space for carbon emission reduction. How to innovate the carbon market operation mechanism, solve the difficulties and
problems faced by enterprises and industrial parks to achieve the goal of "dual carbon" and promote the implementation of carbon
emission reduction projects is particularly important. Based on the two mature models of "energy management contract" in energysaving
industry and "environmental service contract" in environmental industry, this paper explored a market-based and new double
carbon project market operation mechanism—"double carbon service contract" model to help achieve the goal of "double carbon".
