安徽省煤炭行业安全管理效率现状及影响因素研究

摘要： 运用DEA 方法构建评价指标体系模型，对2005—2021 年安徽省煤炭行业安全管理投入与产出的相关数据进行
分析。研究发现，安徽省煤炭行业安全管理水平较低，有效的DMU 只有6 个，占研究总数35.3%；综合效率平均值较
低，仅有0.803；规模效率无效是导致安全管理失效的主要原因，纯技术效率无效是次要原因。建议调整安全管理资源投
入规模，加强安全意识培训，注重技术创新改革，减少资源浪费，以提升安全管理效率。

Status Quo and Influencing Factors of Safety Management Efficiency of Coal Industry in
Anhui Province

Abstract: This paper used the DEA method to construct an evaluation index system model, and analyzed the relevant data of the
input and output of safety management in the coal industry in Anhui Province from 2005 to 2021. It was found that the safety
management level of the coal industry in Anhui Province was low, and there were only 6 effective DMUs, accounting for 35.3% of
the total number of studies; the average value of comprehensive efficiency was low, only 0.803; the ineffectiveness of scale efficiency
was the main reason for the failure of safety management, and the ineffectiveness of pure technical efficiency was a secondary
reason. It was suggested to adjust the investment scale of safety management resources, increase safety awareness training, pay
attention to technological innovation and reform, and reduce resource waste, so as to improve the efficiency of safety management.
