摘要： 通过全面梳理国家层面和电力集团层面关于煤电机组改造升级的相关政策，参考多省“十四五”期间“三改
联动”相关政策，深入分析目前煤电改造相关产业政策和金融政策存在的问题，提出火电厂实施“三改联动”的建议。

Abstract: By comprehensively sorting out the relevant policies on the transformation and upgrading of coal-fired power units at
the national level and the power group level, referring to the relevant policies of "linkage of three reforms" in many provinces
during the 14th Five-Year Plan period, a thorough analysis of the current problems in industrial and financial policies related to
the transformation of coal-fired power units was conducted, and suggestions for implementing the "linkage of three reforms" in
thermal power plants were proposed.
