极端气候背景下的四川省分布式能源发展

摘要: 2022 年7 月至2022 年8 月,四川省遭遇极端高温干旱天气,水力发电量急剧下降,用电负荷升高,电力供需
失衡,最终造成限电,引发广泛关注。四川省电力能源结构以水力发电为主,面临气候变化、能源安全、抗风险能力不
足等诸多问题。基于此,从四川省发展分布式能源的背景出发,分析了四川省发展分布式能源的必要性及现状,然后对
四川省发展分布式能源的有利条件及问题和障碍进行梳理。最后,为四川省改善能源结构,提高电力系统抗风险能力提
出4 条建议,即院建立健全分布式能源产业发展的激励政策;规范项目申报流程;简化审批手续;加大技术创新力度;
因地制宜发展分布式能源。

Development of Distributed Energy in Sichuan Province under Background of
Extreme Climate

Abstract: From July to August in 2022, Sichuan Province was hit by extreme high-temperature and dry weather, which led to a
sharp decline in hydroelectric power generation, an increase in electricity load, and an imbalance in power supply and demand,
ultimately causing a power restriction event that sparked widespread concern. Sichuan Province, whose power energy structure is
dominated by hydropower generation, faces many problems such as climate change, energy security and lack of risk resistance.
Based on this, starting from the background of developing distributed energy in Sichuan Province, the necessity and current
situation of developing distributed energy in Sichuan Province was analyzed, then the favorable conditions, problems and obstacles
of developing distributed energy in Sichuan Province were sorted out. In the end, four suggestions to improve the energy structure
and increase the risk resistance of the power system in Sichuan Province were proposed in order to provide reference for the
relevant decision-making, including establishing a sound incentive policy for the development of distributed energy industry,
standardizing the project declaration process and simplifying the approval procedures, increasing technological innovation, and
developing distributed energy in accordance with local conditions.
