“双碳”目标下环境监察对节能减排的促进作用分析

摘要： 环境监察作为一种具体、直接及“微观” 环保执法行为， 是新时代实施环境监管， 推动“双碳” 目标实现的
重要抓手。以“双碳” 目标下环境监察节能减排作用的发挥为研究对象， 并以山西省为例， 分析了环境监察的现实必要
性、目标、任务以及面临的形势， 提出了环境监察促进节能减排作用发挥的路径， 对做好新时代环境监察、实现“双碳”
目标具有积极的现实意义。

Role of Environmental Supervision in Promoting Energy Conservation and
Emission Reduction under Background of "Dual Carbon" Goals

Abstract: Environmental supervision, as a specific, direct and "micro" environmental law enforcement behavior, is an important
lever for implementing environmental supervision and promoting the achievement of the "dual carbon" goals in the new era.
Focusing on the role of environmental supervision in energy conservation and emission reduction under the background of "dual
carbon" goals, taking Shanxi Province as an example, the practical necessity, goals, tasks and the facing situation of environmental
supervision were analyzed. The path for environmental supervision to promote the role of energy conservation and emission
reduction was proposed, which has positive practical significance for doing well in environmental supervision in the new era and
achieving the "dual carbon" goals.
